Prime Minister John Key gave the $2.68-billion project the green light on Wednesday, saying construction on the 3.5km underground railway was likely to start incell phone cases 2020.

Auckland City Council wanted it completed by then but Mr Key says studies have shown it's better to wait for the city's population to increase.

It's expected to take three years to complete, giving it a start-up date around 2023.

Mr Key will reveal details of the deal in a speech in Auckland on Fr.

The council wanted a even split and Mayor Brown says that's what will happen.

"The prime minister has said 50-50, he has said the government will put up half," he said.

Mr Key says the government could use money from asset sales and he told Radio Live the council could sell its own assets to raise its half.

Labour and the Greens, faced with government approval for a project that's popular with Auckland voters, could only complain about a U-turn.

"They've bagged the rail link for years, they hate it," said Labour's transport spokesman Phil Twyford.

"This is the U-turn of the century."

Green's co-leader Russel Norman says it's a victory for his party because it always supported the rail link and the government gave in to pressure.

Mr Key rejects their criticism, saying the project was never ruled out.
